Minutes
Present: Deborah Barmack, Carole Beswick, Tom Brickley, Mark Kaenel, Lowell King, Sue McKee, John Mirau, John Prentice, Kristine Scott, Paul Shimoff, and Phil Waller.
Announcements: 1) Supervisor Hagman contacted Inland Action to discuss express lanes. A meeting will be scheduled this week. John Mirau and Mark Kaenel will attend. 2) SANBAG will hold the final hearing regarding Express Lanes at their November 4th meeting. Members of the Business Coalition for Express Lanes will be contacted and some will be asked to testify.

The 2014 year end compilation from the accounting firm of Powell & Spafford was presented by Phil Waller.
M/S/P: The 2014 Year End Compilation as presented.
The 2014 Form 990 was reviewed and discussed. The terminology used to describe the group’s activities should be consistently listed as “advocacy programs”. In the future the 990 Form will be reviewed and approved by the Executive Committee prior to filing.

Mark Kaenel presented the 2015 year to date financials ending September 30, 2015. He summarized that the financials are tracking well with the budget and that the organization is right where we should be at this time of year.

Vanir Corporation has requested their Alternate as Rigoberto Bejarano, Project Developer. Rogers, Anderson, Malody & Scott has requested their Alternate as Kirk Frank, Partner.

As previously discussed, a Strategic Planning Session will be held in January 2016.
M/S/P: A Strategic Planning Session will be held on January 23, 2016 at the Redlands Country Club beginning at 8:30a.m.
Dates for annual trip to Washington, D.C. were discussed. The federal legislative calendar has not yet been set for March of 2016. Inland Action will monitor and advise when the information is available. IEEP has suggested changes in the Inland Action event in D.C. to emulate the L.A. annual event. Discussion ensued. Inland Action will schedule its annual event and will extend an invitation to some of the IEEP representatives to attend the reception.
Mark Kaenel gave an update on the steering committee for the Visioning for Riverside and San Bernardino Counties. On November 12, 2015 they will met with representatives from the Brookings Institute and confirm project objectives. The 18 month project will cost $125K. It will be a shared expense with 1/3 paid by Riverside and San Bernardino Counties, 1/3 by Joe Sandberg and 1/3 by corporate donations. The signing of an agreement with Brookings and a commitment of resources is expected by December 31, 2015.
San Bernardino Mayor Carey has requested funding for the Mt. Vernon Bridge replacement project. The 81 year old bridge is classified as deficient by CalTrans Inspectors and crosses over both Metrolink and BNSF tracks. Lateral and vertical clearances over the railroad are substandard as are roadway alignments. Additionally the lane width, sidewalk and the barrier railing are rated deficient. The bridge is considered a critical transportation corridor connecting the north and south sides of the city. The project is estimated at $90M. The City has a $40M from a 2004 grant and needs the remaining 50M. Discussion ensued. A clarification of existing funding and the replacement cost estimate will be reviewed. The request will be sent to Inland Action committees.
A Holiday Reception for members and their spouse is planned for December 10, 2015 at the home of Carol Beswick.
The previously discussed reception for Business That Makes A Difference will be readdressed after the first of the year.
