GENERAL BUSINESS

Leadership

Mark Kaenel continued to serve for a third year as Chairman of Inland Action through 2016 due to the resignation of the previous First Vice President. Kristine Scott will move into the position of Chairman in January 2017 and serve for the traditional two-year term.  During 2016, Carole Beswick continued as the Chief Executive Officer, and Sue Harrison continued as the Administrative Assistant, both having completed ten years with Inland Action. Deborah Barmack continued as President of Inland Action during 2016, having now completed four and a half years with the organization.  The organization is well served by staffing levels established in 2012 of the two quarter- time positions of Chief Executive Officer and President and the one half-time position of Administrative Assistant.

Members of the Inland Action Executive Committee worked to move the organization forward throughout the year. Their leadership guided the organization through a productive year that maintained strong relationships with elected leaders representing the region, advocated for community improvements, and strengthened the organizational structure, including an extensive review and update of Inland Action bylaws.  We appreciate their many hours of work and strong leadership on behalf of the organization and community.

 

Weekly Meetings 

Inland Action has established a standard meeting schedule which may vary, based upon the needs of the organization. The first meeting of the month is designated as a Members Only Board meeting, when both regular and alternate members are welcome, but no speakers are scheduled.  This first meeting of the month allows for open discussion among members only, dedicated to issues, policies, and organizational priorities.  On the fifth Tuesdays of the month, which generally occurs quarterly, members of the Executive Committee meet rather than the full Board membership.  Inland Action is dark in the month of August.

Consistent with the schedule indicated above, Open Board meetings are scheduled every Tuesday from 7:00 a.m. to 8:30 a.m., and members are encouraged to bring guests.   A listing of all weekly Inland Action meetings and speakers held in 2016 is attached as an addendum to this report.

 

Summary of Inland Action Activities in 2016

Special Events

On December 7, 2016, Inland Action co-sponsored a reception, along with SANBAG, Riverside County Transportation Commission, The Monday Morning Group, IEEP, and Mobility 21 for the California Transportation Commissioners, business community and transportation professionals when the Commission met in the Inland Empire.

 

Advocacy 

On January 14, 2016, John Mirau, Chair of the Inland Action Transportation Committee, testified before the California Transportation Commission, along with representatives from SANBAG, Riverside County Transportation Commission, and the Monday Morning Group, at a public meeting on the challenges of meeting the growing transportation needs of California with diminishing State and federal funding resources.

On February 18, 2016, several members of Inland Action joined elected leaders from San Bernardino Associated Governments at a dinner with Congressman Carlos Cubelo, member of the House Transportation and Infrastructure Committee, during his visit to Southern California.

On February 29, 2016, Kristine Scott attended the Inland Empire Executive Leadership Academy Community Partners meeting to learn about plans for a proposed leadership academy in San Bernardino County.

On March 7, Carole Beswick and Deborah Barmack met with the new Presiding Judge Chip Haight to discuss judgeships and court operations in San Bernardino County.

On March 14-16, 2016, a contingent of twenty-three Inland Action members joined in the advocacy trip in Washington, D.C. and met with administrative officials, San Bernardino Congressional members, and other influential elected representatives. A Legislative Reception was held at the offices of Potomac Partners close to the Capitol.  The reception was well attended by elected representatives, administrative officials, Inland Action members and guests. A summary of the Inland Action Washington Legislative Issues and schedule of meetings are attached as an addendum to this report.

Carole Beswick testified on behalf of Inland Action before the Board of Supervisors expressing opposition to proposed State legislation which would expand the number of State appointed Board members on the South Coast Air Quality Management District.

In May, Carole Beswick testified before the San Bernardino County Board of Supervisors in support of the Rail to Redlands project.

On May 18 and 19, a delegation of twenty-three Inland Action members participated in the Sacramento Advocacy trip and met with elected and administrative officials. A summary of the Inland Action Sacramento Legislative Issues and schedule of meetings are attached as an addendum to this report.

On October 6, Mark Kaenel and Carole Beswick met with members of Monday Morning Group, the Riverside Bar Association, the Greater Riverside Chamber of Commerce, Senator Richard Roth and others to meet Federal Magistrate Pym and to discuss the challenges faced by the Federal Court in our region. We face a severe shortage of federal judges and badly need a new federal office complex and court facility.

On October 19, ten members of Inland Action participated in a public meeting held at Cal State San Bernardino where U.S. Secretary of Transportation Anthony Foxx met with community leaders to discuss transportation priorities and projects which contribute to the local economy.

On November 17, Deborah Barmack attended the public meeting hosted by the South Coast Air Quality Management District on the update of the SCAQMD Air Quality Plan and testified on behalf of Inland Action to support deployment of cleaner technologies through incentive programs that leverage available funding and that do not put local businesses at a competitive disadvantage with similar businesses in other regions.

Inland Action took formal action and provided written positions on the following:

Support for legislation (Feinstein) to authorize the use of passenger facility charges collected at Ontario International Airport to be used for payment to Los Angeles World Airport as part of the agreement to transfer the airport to local control. (January 2016)

Support San Bernardino Associated Governments’ Transportation Infrastructure Finance and Innovation Act (TIFIA) loan request to the U.S. Department of Transportation for the Interstate-10 Express Lane Project. (February 2016)

Support the Santa Ana River Wash Plan which calls for a land exchange in order to create habitat for sensitive and endangered species, allows for future mining, and facilitates benefits for local infrastructure projects, trails, and water recharge projects. (February 2016)

 

Support the San Bernardino Associated Governments (SANBAG) submittal of a grant application under the Fostering Advancements in Shipping and Transportation for the Long-term Achievement of National Efficiencies (FASTLANE) program to implement components of the Interstate 10 Logistics Corridor. Oppose AB 1713 (Eggman) which would intentionally cause unnecessary delays and bureaucracy that could set back the California Water Fix for years.       (March 2016)

 

Support the California Transit and Intercity Rail Capital Program grant application submitted by the San Bernardino Associated Governments for the Redlands Passenger Rail Project. (March 2016)

Support for the Inland Empire Safe Opioid Prescribing Initiative proposed by the California Hospital Association. (March 2016)

 

Support Senate Bill 1385 (Leyva) which would add the December 2, 2015, shooting that occurred at the Inland Regional Center to the list of events for which the State share of state eligible cost is increased to 100% and would make findings and declarations as to the necessity of a special law. (April 2016)

 

Support AB 2488 (Dababneh) which would allow the California Department of Fish and Wildlife to permit the carefully managed incidental take of the unarmored threespine stickleback for periodic dewatering of the Foothill Feeder, contribute to the conservation of this sensitive species, and ensure reliability of the critical water supplies to Southern California. (April 2016)

 

Oppose AB 2583 (Frazier) which would create onerous new requirements that delay or even stop the construction of the California WaterFix. (April 2016)

 

Support AB 2341 (Obernolte) which would allow for up to five vacant judgeships to be reallocated to superior courts with fewer authorized judgeships than their judicial need. (May 2016)

 

Support for the application of U.S. Magistrate Judge Sheri Pym for appointment as District Judge to the U.S. District Court of the Central District of California. (November 2016)

 

Community Involvement 

Throughout the year, Chairman Mark Kaenel and Carole Beswick participated in meetings with leaders from Monday Morning Group, San Bernardino, and Riverside counties in a collective effort to work on development of a vision for the future of the Inland Region. In December 2016, an application to The Brookings Institute was filed to have them assist in the Visioning process.  Former Inland Action member Lou Monville was selected to serve as Project Manager for the project.

Throughout the year, the Executive Committee continued bi-monthly meetings with Mayor Kerry Davis, City of San Bernardino, to discuss critical issues related to recovery from bankruptcy, development and voter approval of a new city charter, and projects to rebuild the business environment and civic lifestyle within the city. Several Inland Action members served on city advisory committees to accomplish these goals.

Carole Beswick continued to serve as a member of SANBAG’s Community Advisory Group (CAG) relative to development of toll lanes on the I-10 and I-15.

Carole Beswick and Ken Coate continued to serve on the Southern Coast Air Quality Management District AQMP Advisory Group.

 

Administration 

On January 23, 2016, sixteen members of Inland Action participated in a Strategic Planning Session held at Redlands Country Club and developed a list of initiatives for the organization and staff to work on during the year.

On July 14 Inland Action officers met with some of its newest members at an orientation luncheon, hosted by Morongo Band of Mission Indians at The Pines Restaurant. On November 29 a similar luncheon was held at Redlands Country Club hosted by Inland Action.

An ad hoc committee of Inland Action members, chaired by Kristine Scott, met throughout much of the year to evaluate how to become better informed of issues in the West End of San Bernardino County, how to make meetings more accessible to members oriented to the western portion of the county and the region, and how to encourage additional membership from the Valley region of San Bernardino County. On the recommendation of the Committee, Inland Action members voted to initiate meetings in the West End every other month on a trial basis and to schedule speakers on topics related to that area.

On December 8 Inland Action held a Holiday Open House for members and guests at the home of Carole Beswick.

Inland Action conducted an extensive review of the Inland Action Bylaws and role of officers in 2016. The new bylaws were adopted by the membership on November 1, 2016, without dissent.

During the year, Inland Action staff worked to move away from legacy membership software to a new software system (Wild Apricot) which will better fit membership communication needs, data maintenance and potentially website needs of the organization. Organizational printing and duplicating equipment was also upgraded.

 

Membership

Inland Action ended 2016 with fifty-three members. New members added during 2016 were Alta Pacific Bank, Real Journey Academies, HNTB Corporation, Metropolitan Water District, Gresham Savage, and the Boys and Girls Club of Greater Redlands-Riverside.  Inland Leaders Charter Schools, Pacific Premier Bank, Vanir Development, G/M Business Interiors, and Seven W Enterprises withdrew their membership in 2016.  We appreciate the involvement of all of our members, as their participation is valuable to the Inland Region.

Addendum No. 2 – 2016 Washington, D.C. Summary of Issues and Appointments

Inland Action Top Four Federal Legislative Issues 2016 

Urge Congress to support Cybersecurity National Action Plan (CNAP) and other funding for cybersecurity education to help address the nation’s severe shortage of college graduates who are prepared to enter both the private and public sector cybersecurity workforce. Cybersecurity is one of the greatest challenges we face as a nation. We must be prepared to meet the growing threat of cyber-attacks and raise the level of security for sensitive data stored online.  California State University, San Bernardino is home to one of the top two cyber education programs in the nation.  Recognized by the Department of Homeland Security (DHS) and the National Security Agency (NSA) as a Center for Academic Excellence (CAE) in Cyber Assurance Education, CSUSB is among 220 colleges and universities across the country with this designation, and it is the lead institution of this consortium of colleges and universities.  Combined, these institutions are producing 10,000 graduates annually with cyber assurance certification; yet, the shortage of cyber experts in private industry alone is estimated to be 230,000, and it is projected that government is short one million or more cyber professionals. An investment of $50 million from the federal government would help to more than double the output of cyber-certified graduates from these 220 CAE-designated institutions of higher education. 

 

Urge Congress to preserve the priority for homeless veterans in HUD and Veterans Administration policy through continued provision of HUD-Veterans Affairs Supportive Housing (HUD-VASH) resources to offer eligible homeless veterans access to permanent housing with supports. Subcontract VA support service resources to experienced community-based organizations. HUD-VASH is an evidence-based, field-tested, permanent housing intervention that has proven results in achieving stable housing for the most vulnerable and disabled homeless veterans.  Community-based organizations have demonstrated a flexible and collaborative approach in identifying resources, including services and housing, more effectively and efficiently than the bureaucratic and institutional responses of the Veterans Administration (VA). Community-based organizations deliver consumer-centric supports that are cost effective and results oriented. 

Support Amendment to H.R. 4441 authored by Congresswoman Napolitano, clarifying that FAA’s interpretation of aviation fuel tax cannot divert locally approved transactions taxes from transportation projects to aviation improvements. Potential loss of funding is triggered by a Federal Aviation Administration (FAA) rulemaking finalized on December 8, 2014 (79 FR 66282) that misinterprets a statute related to taxes on aviation fuel. As Congress develops a framework to consider an FAA Reauthorization bill in the coming weeks, we request inclusion of language to affirm that it was never the intention of Congress to divert local transportation sales tax revenue to airports. This change will preserve the trust California voters have placed with their local counties and transportation agencies when approving local voter-approved transportation tax measures. 

Support Senate Bill 2533 (Feinstein), California Long-Term Provisions for Water Supply and Short Term Provisions for Emergency Drought Relief Act. Despite the hope of relief from an El Nino Winter, California’s drought continues. While recent rains gave some optimism that we would at least not lose ground, currently that appears to no longer be the case. Emergency conservation plans have been extended to ensure urban conservation continues through 2016.  Inland Action supports Senator Feinstein’s bill as a proper, immediate and comprehensive approach to accommodate as many stakeholders as possible.

Economic Development

  • Support the San Bernardino Promise Zone Application.

Education

  • Urge Congress to support Cybersecurity National Action Plan (CNAP) and other funding for cybersecurity education to help address the nation’s severe shortage of college graduates who are prepared to enter both the private and public sector cybersecurity workforce.
  • Support Pell Grants, making it possible for all eligible students in higher education, including public, private, for-profit and community colleges, to receive grants.

Environment

Healthcare

  • Urge Congress to Support Site Neutral Payments for Hospitals and allow “Grandfather Provisions” for stand-alone clinics to allow billing at hospital rates.

Veterans Homelessness

  • Urge Congress to preserve the priority for homeless veterans in HUD and Veterans Administration policy through continued provision of HUD-Veterans Affairs Supportive Housing (HUD-VASH) resources to offer eligible homeless veterans access to permanent housing with support services. Subcontract VA support service resources to experienced community-based organizations.

Law Enforcement

  • Urge Congressional reconsideration of their action to redirect funds from the Asset Forfeiture Program, thereby diverting those funds from use by local law enforcement agencies.

San Bernardino International Airport

  • Support the transfer of public land use covenants at the former Norton Air Force Base to consolidate and expand parks and recreation and homeless assistance programs in the City of San Bernardino.

Transportation

  • Support Amendment to H.R. 4441 authored by Congresswoman Napolitano, clarifying that FAA’s interpretation of aviation fuel tax cannot divert locally approved transactions taxes from transportation projects to aviation improvements.
  • Encourage the Inland Empire Congressional delegation to develop a strategy to avoid the loss of transportation funding and to develop a coalition with other regions of the county which will be impacted by recent EPA proposals to adopt more stringent standards for ground-level ozone.
  • Support modification of definition of large projects under FAST Freight and Highways Project Discretionary Grant Program.
  • Encourage enhanced federal role in reducing emissions from Intrastate and International Goods Movement Vessels.
  • Support the San Bernardino Associated Government application for TIFIA financing for the I-10 Express Lane Project.
  • Support San Bernardino Associated Governments TIGER Application for Rail to Redlands.

2016 Sacramento Trip Summary of Issues and Appointments

TOP PRIORITIES 

  • Inland Action supports SB 1023 (Senate Committee on Judiciary) as it will fund twelve Superior Court judgeships in the counties with the highest needs.
  • Inland Action opposes SB 1387 (De Leon/Allen/Lara) as it undermines local control of critical air quality rulemaking; adds political appointees to a regional air district board, and negatively impacts market-based incentive programs.
  • Inland Action supports Transit & Intercity Rail Capital Program grant funding for the Rail to Redlands project.
  • Inland Action supports full funding of the CSU Board of Trustees’ 2016-17 budget request to ensure that it continues to produce college graduates to meet the State’s workforce needs

POSITIONS

ECONOMIC DEVELOPMENT

  • Inland Action opposes SCA 5 (Hancock/Mitchell) as it requires all business properties to be reassessed annually, creating huge tax increases and loss of jobs and economic activity.
  • Inland Action opposes SB 878 (Leyva) as it requires employers to provide a 28-day notice of work schedule and imposes harsh penalties for unexpected schedule changes.
  • Inland Action supports AB 2642 (Garcia//Eggman/Garcia/Gomez/Maienschein) as it creates a grant program to address the needs of people with multiple barriers to employment.  

Education

  • Inland Action support AB 2150 (Santiago) which would create a 12-month adjustment period for low-income families that lose eligibility for free child care.
  • Inland Action opposes the proposed California initiative that would eliminate all charter schools, converting them to public schools or closing them altogether.
  • Inland Action supports continued Local Control Funding Formula to raise students’ college and career readiness and fund career pathways.
  • Inland Action supports repeal of SB 858 which caps school district reserves and increases reporting requirements.
  • Inland Action supports full funding of the CSU Board of Trustees’ 2016-17 budget request to ensure that it continues to produce college graduates to meet the State’s workforce needs.
  • Inland Action supports the Governor’s proposed budget for the University of California.
  • Inland Action supports AB 1961 (Baker), which would set the maximum Cal Grant Award at no less than $10,000 for students of a non-profit, independent institution of higher learning.

ENVIRONMENT

  • Inland Action opposes SB 1387 (De Leon/Allen/Lara) as it undermines local control of critical air quality rulemaking; adds political appointees to a regional air district board, and negatively impacts market-based incentive programs.
  • Inland Action supports AB 2415 (Garcia) as it promotes the use of renewable fuels and advanced low-emissions technologies, while improving air quality and health benefits.
  • Inland Action supports AB 2525 (Holden) as it promotes water conservation in urban landscapes and provides incentives for lawn replacement.

 

  • Inland Action supports AB 1886 (McCarty) as it encourages environmentally friendly infill development while lowering requirements for units in proximity to mass transit.
  • Inland Action supports California Environmental Quality Act reform to prevent abusive litigation, construct needed transportation projects in a timely manner, and improve housing supply.
  • Inland Action supports Assembly Joint Resolution No. 36 (Mathis) and efforts to make the State water system conveyance and storage capabilities dependable and flexible enough to take advantage of wet years.

 

HEALTH CARE

  • Inland Action supports AB 1300 (Ridley) as outdated law does not meet the needs of the behavioral health patient who would be served best outside of the Emergency Department.
  • Inland Action supports passage of SB 867 (Roth) which would extend the sunset date on the Maddy Emergency Medical Services Fund until January 1, 2027.
  • Inland Action opposes AB 2467 (Gomez), which would expand existing compensation reporting obligations to include mid-level staff who reach the threshold simply because they are highly skilled and work in a competitive market, but have no organizational authority.

 

JUDICIAL

  • Inland Action supports SB 1023 (Senate Committee on Judiciary) as it will fund twelve Superior Court judgeships in the counties with the highest needs. 

TRANSPORTATION

  • Inland Action supports a compromise in the California legislature that addresses legitimate concerns and results in additional transportation funding and a long-term funding strategy.
  • Inland Action supports Transit & Interregional Rail Capital Program grant funding for the Rail to Redlands project.
  • Inland Action supports reform of CEQA to facilitate infill development and reduce greenhouse gas emissions.
