SUPPORT- Letter of Support for San Bernardino HACSB CPF request for the Arrowhead Grove Inclusive Redevelopment Project’s next phase

March 5, 2026

The Honorable Pete Aguilar
108 Cannon House Office Building
Washington, DC 20515

Dear Representative Aguilar,

Inland Action is pleased to offer support for the Housing Authority of the County of San Bernardino (HACSB) Community Project Funding (CPF) request for the Arrowhead Grove Inclusive Redevelopment Project’s next phase to be included in the Transportation, Housing, and Urban Development CPF appropriations bill for FY 27. In partnership with HACSB, National CORE, as developer of previous phases of the redevelopment project, will construct, property manage, and maintain the next phase of Arrowhead Grove. National CORE’s affiliate, the Hope Through Housing Foundation, will provide onsite resident services.

HACSB serves San Bernardino County in Southern California’s Inland Empire, a region marked by economic challenges. Approximately 20.9% of residents live at or below the Federal Poverty Line, and low-income households face severe housing burdens, including substandard conditions and overcrowding.

To address local housing challenges, the city partnered with HACSB to expand access to affordable   one-, two-, and three-bedroom units. Since 2016, HACSB has led the Arrowhead Grove Inclusive Redevelopment Project partnering with National CORE to transform the former 252-unit Waterman Gardens public housing site into a 40-acre, mixed-use, mixed-income community. Once complete, Arrowhead Grove will feature 534 new housing units, commercial space, an onsite Head Start program, and a Community Center offering healthcare and supportive services.

As one of the nation’s largest nonprofit affordable housing developers, National CORE has more than 30 years of experience transforming communities through affordable housing paired with comprehensive resident services. Through its affiliate, the Hope Through Housing Foundation, National CORE currently delivers supportive services at the Arrowhead onsite community centers that foster economic mobility, educational achievement, and community engagement and will also serve residents of the next phase upon completion of the development.

Inland Action is a non-profit, non-partisan organization of business leaders that advocates for the well-being of the Inland Empire. We are very aware of the workforce housing needs and included this as a priority issue in our 2026 Washington, D.C. advocacy papers. We appreciate your past support and look forward to meeting with you in March 2026.

In closing, I respectfully ask you to consider recommending the requested appropriation of $4,000,000 to the Housing Authority of the County of San Bernardino to fund Phase V of this critically needed affordable housing project.

Sincerely,

Julie Michaels
Executive Director
