Re: Community Project Fund Request FYE 2027: Infrastructure Improvements to Mission Blvd to Unlock 101-units of Affordable Housing, Jurupa Valley, California

Dear Congressman Takano:

Inland Action is pleased to offer support for the city of Jurupa Valley’s FY 2027 Community Project Fund Request for offsite infrastructure improvements and corridor frontage improvements along the northern side of Mission Boulevard in the historic Glen Avon community. The underground infrastructure upgrades and improvements are essential for the new construction of National CORE’s Grace Vista 101-unit family affordable community.

National CORE, one of the nation’s largest non-profit affordable housing developers, has a 30-year history of transforming lives through affordable housing and supportive services. Grace Vista will be our fifth community located in District 39 that we own and operate providing clean stable housing for seniors, families, veterans and the unhoused. National CORE, along with its affiliate company, Hope Through Housing Foundation, can be a catalyst for change in the communities served by elevating residents’ health, well-being and self-sufficiency through adult economic mobility and health and wellness education and after-school programs offered at no cost at the onsite facility.

National CORE owns two parcels totaling four acres on Mission Blvd in partnership with the Housing Authority of Riverside County. Grace Vista is a 100% affordable apartment community for families, featuring a community center with fitness and community rooms, an outdoor pool, tot lot, and other resident amenities. All units will be permanently affordable to families earning no more than 80% of the Area Media Income (“AMI”), with an average income cap of 60% AMI. National Core will provide onsite property management and maintenance services to ensure a quality building in the long term.

Inland Action is a non-profit, non-partisan organization of business leaders that advocates for the well-being of the Inland Empire. We are very aware of the regional housing needs and have included this as a priority issue in our 2026 Washington, D.C. advocacy papers. We thank you for your ongoing support to our region.

In closing, we urge you to support the City of Jurupa Valley’s Community Project Fund Request for 2027 to facilitate the transformational infrastructure essential to expand affordable housing in Congressional District 39. We appreciate your consideration.

Sincerely,

Julie Michaels
