Re: Community Project Fund Fiscal Year 2027- The Fontana Forge District Residences Workforce Housing

Dear Congresswoman Torres:

Inland Action is pleased to offer support for the FYE 2027 Community Project Fund application submitted by the City of Fontana for construction of workforce housing in The Fontana Forge District Residences (“Fontana Forge”) community in downtown Fontana. Pelican Communities, a market rate developer, has partnered with National Community Renaissance (“National CORE”) as the affordable housing developer, bringing together more than 50 years of local ownership and operating experience with a vested community interest that is unmatched to maximize community and economic value.

National CORE will build, operate, and maintain the 150-unit affordable housing component within Fontana Forge, adding meaningful workforce housing designated as affordable not to exceed 80 percent of the area median income. National CORE is a nationally recognized 501(c)(3) non-profit housing developer, builder, and operator based in Rancho Cucamonga and has developed four communities in the city of Fontana providing safe affordable housing to hundreds of Fontana residents.

Inland Action is a non-profit, non-partisan organization of business leaders that advocate for the well-being of the Inland Empire. We are very aware of the workforce housing needs and have included this as a priority issue in our 2026 Washington, D.C. advocacy papers. We appreciate your past support and look forward to meeting with you in March 2026.

The Fontana Forge project will benefit the community by providing additional housing units for families unable to afford market-rate rents. In closing, we urge your consideration to support the City of Fontana’s request that will provide necessary funding for National CORE’s new construction of attainable housing that will positively impact families living in the region.

Sincerely,

Julie Michaels
