Inland Action meets with Mayor Pro Tem Bishop, Apple Valley and Mayor Pro Tem Kennedy, Rancho Cucamonga

On June 11, 2024 members of Inland Action met with Mayor Pro Tem Art Bishop of Apple Valley and Mayor Pro Tem Dr. Lynne Kennedy of Rancho Cucamonga. The topic was the Taxpayer Protection and Government Accountability Act which will appear on the November California ballot. Both speakers serve in leadership for the League of California Cities, Inland Empire Division.

Their concern is for the fiscal impact of the proposed Act on California cities.

  • Over $20 billion of local government revenues over 10 years at risk.
  • $2 billion each year from fees and charges adopted after January 1, 2022, at risk.
  • Hundreds of millions of dollars of annual revenues from tax and bond measures approved by voters after January 1, 2022, cancelled.

Threats to local government include:

  • Would impact Special Districts, Community Service Districts, Cities, Counties, and the State of California.
  • This initiative is inadequately written and will open the floodgates to massive litigation on every level of government.
  • This measure undermines the will of local citizens in over 100 communities in California that passed local revenue measures after January 1, 2022, that do not comply with the new rules and will be voided retroactively.

Local cities, counties and special districts are concerned about the fiscal impact of the proposed Act.
