RE: Inland Action Support for SB 1338

Dear Senators Umberg and Eggman,

Inland Action, a non-profit, non-partisan organization of business leaders in the Inland Empire region since 1962, would like to express its strong support for SB 1338, the Community Assistance, Recovery, and Empowerment (CARE) Court Program. Inland Action appreciates Governor Newsom’s release of his CARE Court Program framework and applauds your leadership converting this framework into a legislative proposal.

SB 1338 is a meaningful shift in the way government currently approaches providing services for people experiencing homelessness. By creating a clear, systematic approach to providing behavioral health care, stabilization medication, and housing support, CARE plans will provide comprehensive support to individuals who lack medical decision-making capacity and are unable to adequately maintain their mental and physical health.

The number of people experiencing homelessness will continue to grow if California fails to provide a safety net for our most vulnerable populations. SB 1338 will now fill a crucial healthcare gap needed to provide wraparound services to the severely mentally and physically ill. Thank you again for your leadership introducing this extremely crucial piece of legislation.
