RE: SUPPORT SB 952 – State Water Project: renewable energy resources and zero-carbon resources
Dear Governor Newsom:
On behalf of Inland Action, a non-profit, non-partisan organization supporting the Inland Empire, we would appreciate your support of SB 952 – State Water Project: renewable energy resources and zero-carbon resources.
SB 952 (Lairs, 2026) would make modifications to the statute surrounding SB 1020 (Laird, 2022) that requires the SWP to be 100% powered by clean energy by 2035. The proposed modifications include:
- Additional clarity as the Department of Water Resources is looking at which resources can be used to meet the 2035 goal.
- Allows the Department of Water Resources to bank renewable energy certificates (RECs) when the allocation is low and apply those RECs in higher allocation years resulting in cost savings.
- Corrects an incorrect contracting date in statute.
Great progress continues to be made to address water needs while also being accountable in using renewable energy. This bill supports that progress to continue in a responsible way.
