Sheriff’s HOPE Program teams up with Esri

The San Bernardino County Sheriff’s Homeless Outreach Proactive Enforcement (HOPE) team began in 2014. The HOPE team uses a community policing philosophy to address homelessness across San Bernardino County. Working with homeless individuals, the goal is to link them with resources and service providers to move beyond homelessness. Since its inception, the HOPE team has contacted over 10,000 homeless individuals and housed 2,500 people.

In 2017, the HOPE team worked with Esri to build a better way to document those experiencing homelessness with several law enforcement partners. This technology can provide immediate live statistics, a view of needs, and potentially daily counts. This information is very valuable in verifying homelessness and locating individuals to work with the service providers to give a warm handoff for housing. The data is immediately available in many formats including maps, dashboards, and analytics for any time period.
