Re: City of Jurupa Valley Community Project Funding Request for Improvements to Mission Blvd to Unlock 101 Units of Affordable Workforce Housing

Dear Congressman Takano,

Inland Action is pleased to offer support for the City of Jurupa Valley’s FYE 2026 Community Project Fund (CPF) application to fund important infrastructure, corridor frontage, and safety improvements on Mission Boulevard in the City’s historic Glen Avon community. The City’s request reflects a strong collaboration among local partners, united in support of off-site infrastructure improvements that are critical to unlocking 101 units of affordable housing. These enhancements will not only increase pedestrian safety, expand infrastructure, and beautify the neighborhood, but also further the shared goal of advancing housing affordability and economic mobility in the 39th District.

In response to the FY 2026 CPF opportunity, the City’s $2,000,000 (including prevailing wage costs) request will fund infrastructure and frontage enhancements along the northern side of Mission Boulevard, west of the Pedley Road intersection. This project includes underground infrastructure upgrades (water, sewer, and storm drain systems) as well as essential corridor improvements such as sidewalks, curbs, and gutters. Enhanced landscaping, including new street trees, will further improve this key regional corridor.

Beyond revitalizing this important area, these improvements will facilitate the transformation of underutilized land into a high-quality, amenity-rich, 101-unit affordable housing community. National Community Renaissance (National CORE), a 501(c)(3) nonprofit based in Rancho Cucamonga, owns two parcels totaling four acres at 8845 and 8877 Mission Blvd in partnership with the Housing Authority of Riverside County. National CORE proposes a 100% affordable apartment community for families, featuring a community center with fitness and community rooms, an outdoor pool, a tot lot, and other resident amenities. All units will be permanently affordable to families earning no more than 80% of the Area Median Income (AMI), with an average income cap of 60% AMI.

This investment helps meet the growing workforce needs of the region as it develops into a premier destination for entertainment & tourism.

In closing, I request that the City of Jurupa Valley’s CPF request receive full consideration for a Fiscal Year 2026.
