It is a cooperative of fourteen cities and eleven municipal water districts and one county water authority that provides water to nineteen million people in its 5,200-square-mile service area. MWD was created by an act of the California Legislature in 1928, primarily to build and operate the Colorado River Aqueduct. MWD became the first contractor to the State Water Project in 1960.

Each member agency is represented by one or more directors based on the assessed property valuation of its jurisdiction. The board is responsible for establishing and administering Metropolitan’s policies and upholding the articles in the MWD Act.
