M/S/P: Minutes of the July 17, 2012 meeting

Phil Waller and Tom Brickley presented a short summary of the San Bernardino City Council meeting that took place on Wednesday, July 18, 2012.  The Council voted 5-2 to proceed with the cities bankruptcy and declare a fiscal emergency.  A vote to declare a fiscal emergency means the city would not be required to go through a state-mandated 60-day mediation with employee bargaining units, a process that analysts who watched the events in Stockton dubbed “Death by a Thousand Meetings.”  Discussion ensued.

Conversations with Bob Stern, Center for Governmental Studies and Ray Sonenshein, Pat Brown Institute, Cal State LA centered on Charter Cities and “general law” cities.     Discussion ensued.

Tom Brickley reported on the task force meeting held on July 20, 2012 and their next steps.

The task force will continue their work next week at the Executive Committee meeting.
